CERTIFIED BACKFLOW PREVENTION TESTERS (ASSE for City of Boulder)

Our Backflow Prevention Assembly Testers hold a current certification from The American Society of Sanitary Engineering. The ASSE Series 5000 gives the performance requirements for testing backflow prevention assemblies. It also gives the requirements for Backflow Prevention Assembly Testers, Backflow Prevention Assembly Repairers, and Backflow Prevention Program Administrators. ASSE wrote these Standards and is are the third party certifier.
In accordance with Article 12 of the Colorado Primary Drinking Water Regulations and the Colorado Department of Public Health and Environment, all below properties must comply with the state regulation for the installation and annual testing of backflow prevention assemblies (BFPAs). There is no “Grandfather Clause” associated with this regulation, meaning that all existing and all newly constructed properties have to install and test backflow prevention assemblies as needed.

What is Backflow?
Backflow the reversal in the flow of water from a contaminated or potentially contaminated source back to the potable (or clean) water supply. For example, having a garden hose in a bucket of dirty soapy water at your home, and having backflow which causes the dirty soapy water to “backflow” into the safe drinking water of your home.
How are Backflow Prevention Assemblies Tested?
Backflow Prevention Assemblies (BFPAs) are tested by certified testers who use gauges to either add or relieve pressure to determine if internal parts are working properly. If the checks and springs are working within a given range, the BFPA passes the test. If not, the BFPA fails. This information is recorded on a BFPA test report. These test reports are sent (generally by the tester) to the BPP.
What Forms Should be used for the Test?
The City of Boulder’s Backflow Prevention Program uses a Universal Test Form created by and accepted by backflow programs across the state of Colorado. Forms must be filled out completely. Incompletely or incorrectly filled out forms may be cause for the form to be returned to the tester.
Passing Tests
When the Backflow Prevention Assembly passes the test, the tester must submit a copy to the Backflow Prevention Program within ten days from the test date. This information will be recorded by the program and testing will not be required until the following year.
Failing Tests
Backflow Prevention Assemblies that fail a test must be repaired and/or replaced immediately. The Backflow Prevention Program must be verbally notified the same day and the failing test should be submitted within 3 days. If the repair or replacement cannot be made immediately, the Backflow Prevention Program must be notified and a plan to achieve compliance must be established.
